DESCRIPTION:Workshop registration is open until Monday\, August 5 at 5PM EDT. Please note that for logistical reasons registration will be capped at 60 attendees. \n\nThe Workshop on Privacy Threat Modeling will be held in conjunction with the Symposium on Usable Privacy and Security (SOUPS) 2024\, August 11-13 in Philadelphia\, PA. \nYou are not required to register for SOUPS to attend the workshop. There is no cost to attend this year’s workshop. \nThe workshop will take place in a virtual format on Thursday\, August 8th from 11AM-2PM EDT.       \n  \nThe purpose of the workshop is to bring together researchers\, practitioners\, industry specialists\, and government representatives to collaborate on the topic of privacy threat modeling. While aspects of privacy risk modeling are relatively well developed\, such as constructions of privacy harms\, there has been insufficient discussion around approaches to modeling privacy threats\, broadly construed. A holistic approach to representing privacy threats could inform privacy risk models and provide a common lexicon to accelerate conversations in the privacy community. \nThe workshop will include an informative session and a collaborative session. The informative session will include a keynote\, brief updates on prominent existing privacy threat models\, including MITRE PANOPTIC™ and LINDDUN\, and presentations selected from participant submissions. However\, having such access may run counter to fundamental privacy principles. Privacy regulatory regimes globally recognize that data minimization is imperative to reducing privacy risks. There are a number of data minimization practices such as collection\, storage\, disclosure\, and the linkability of data that often falls within the purview of privacy engineers. Privacy engineers are usually tasked with turning privacy requirements into technical realities. They suggest various tools\, techniques and best practices to embed privacy into the design of systems\, processes and practices to ensure that privacy standards are consistently applied across a company’s products and services\, often in the face of increasing regulatory requirements. Whether it’s compliance with all the new US privacy laws (CCPA\, CPA\, VCDPA\, CDPA\, UCPA\, etc)\, data subject request/rights or data breach notification obligations\, it’s new\, changing\, and can be confusing. \nThis presentation will explain the language of privacy.  We’ll start with the data. The more personal data you process\, the more you need to learn.  The more sensitive the personal data\, the more potential impact on an organization’s reputation. \nSo\, what should an organization do when it needs data to run its operations? It should think differently about how it collects\, processes\, and stores personal data.  Specifically\, Program Managers must learn the language of privacy.  They need to understand the different types of personal data in their systems and recognize the privacy obligations related it to.  They need to know how to navigate the changing legal landscape and when to escalate issues to legal. \nWe will discuss strategies to use personal data in the most privacy friendly way.  This presentation will explain the different privacy terms and definitions you need to know. We will briefly discuss some of the top compliance obligations. We will describe the different strategies and tactics to help today’s organizations utilize data in a more privacy-preserving way.

Many users and implementers of the NIST Privacy Framework do just that\, diverting their attention away from many of the important and central concepts in the framework. Similar to the Cybersecurity Framework\, the Privacy Framework embodies a risk based approach\, but many privacy professionals are more familiar with principle based privacy with a primary goal of legal and regulatory compliance. Focusing on these mental models can lead to challenges and conflicting interpretations of NIST Privacy Framework concepts and terminology\, much of which is unique to the framework and not found elsewhere in the professional literature. While aspects of privacy risk modeling are relatively well-developed\, such as constructions of privacy harms (Solove’s Taxonomy of Privacy and Calo’s subjective/objective privacy harms for instance)\, there has been insufficient discussion around approaches to modeling privacy threats\, broadly construed. \nThe workshop will include an informative session and a collaborative session. The IOPD is represented by Nandita Rao Narla and Daniel Smullen\, Ph.D. as part of the Program Committee. \nAbout\nFrequent data breaches\, increased privacy non-compliance fines and rising user expectations of privacy have led organizations to focus on privacy as a core function and demonstrate compliance with existing (while preparing for upcoming) privacy laws. \nHowever\, privacy programs driven by regulatory pressures result in a minimal\, fast as possible\, ‘just enough to comply’ approach\, without holistically addressing privacy. \nTo embed privacy into the software development and data life cycle\, we turn to the emerging field of privacy engineering. We explore privacy engineering research to attempt answering questions such as – How are legal and policy privacy requirements translated to technical requirements? How can we address user’s privacy requirements and expectations? Which privacy engineering tools\, models\, standards and use cases are sufficient? What technical privacy assurances are available? \nThe Workshop on Privacy Engineering in Practice brings together researchers\, lawyers\, developers\, practitioners\, and industry experts to collaborate on building a stronger case for privacy engineering and moving away from the current industry practice of treating privacy as a compliance checkbox.
