Ms. Veronica Mocanu is an enthusiastic and energic legal professional with over 15 years of confirmed experience. She successfully combines expert, lawyering and academic work. During her career, Veronica accomplished well different positions, including vice-dean of the Law Faculty of the Moldova State University, researcher, lawyer, and consultant for a wide variety of projects financed by USAID, EBRD, UN, INL, UNDP, EBRD, Soros Foundation, OSCE, Council of Europe, European Commission, etc,. Ms. Mocanu has an extensive experience in partnering with US private companies implementing US funded projects, including Dexis Consulting Group, Checchi and Company Consulting, Inc., Millennium Partners, Millennium DPI, ABA ROLI. Veronica is attorney at law and holds a PhD title and associate professor role.
Dr. Mocanu started her career in September 2008, within the Law Faculty of Moldova State University, where she was first employed as a full-time lecturer. From the beginning, Ms. Mocanu confirmed a special interest for the regulation of the digital environment and connected relations. Ms. Mocanu is the first Moldova’s researcher that elaborated a PhD thesis in data protection, she initialized data protection course within the Moldova State University, National Institute of Justice and Technical University, she introduced Master Program “Public Law and e-Governance” and founded Scientific Research Laboratory “Public Comparative Law and E-Governance.
Beside the belongs to Moldova State University, Dr. Mocanu Veronica used to be a part time associate professor within Faculty of Computers, Informatics and Microelectronics of Technical University of Moldova and an approved trainer at National Institute of Justice as well as visiting professor to other universities including Yerevan State University, SGH Warsaw School of Economics, Universidad Deusto, etc, where she presented the “Data Protection” course and “Human Rights and IT Regulation” course.
During the time roles and professional belongs of Ms. Mocanu raised considerable, now she is a member of Consultative Council of National Center of Data Protection (Republic of Moldova); expert at the European Data Protection Board (Brussels, Belgium); international expert, evaluator specialized in ethics, data protection and AI legal assessment, H2020 Program/ Horizon Europe, (Belgium); researcher, Institute for National and International Security INIS (Serbia); Data Protection consultant, owner, Privacy4Innovation (USA); Article 22 Committee member, Institute of Operational Privacy by design (USA).
Veronica’s portfolio includes performance of highly complex tasks with multi-million rule of law and digitization projects. Ms. Mocanu has successfully supported development, implementation, evaluation and regulation of different information systems including case management systems (Court Management System Moldova; Ethiopia, Ukraine,; Mediation Case Management System Moldova; Legal Professional’s Case Management System Moldova); development of knowledge work systems (e-Learning Platform Moldova, Italy, Spain, Armenia;) decision support system (consultancy on development of BI Module for Moldova’s courts; research on BI CMS Modules Finland, Estonia, Netherland; assessment of Border Security system improvements proposed within the EU Funded Horizon 2020 Program; assessment of Proposals for improvement of LEA internal management systems of several EU counties, proposed within the EU Funded Horizon 2020 Program), as well as advise on development of data protection policies, regulations, and guidelines for cloud and mobile services, smart contracts, videoconferencing, integration of systems, and prepare for upcoming AI challenges (assessment of innovation proposals submitted within the EU Funded Horizon 2020 Program).
Beside of membership based on merit, Dr. Mocanu Veronica is a member in several professional organizations with statue of a regular member, including member of Internet Society, member of International Association of Privacy Professionals (IAPP), member of the Romanian Association for Law and European Affairs.
Ms. Mocanu is very familiar with project design, implementation, and management arrangements. She is well versed in monitoring and evaluation approaches as well as on strategic planning.
Ms. Mocanu has elaborated more than 30 publications and articles, several scientific works with impact, appreciated with gold, silver and bronze medals at invention fairs in the Republic of Moldova and Romania. Mocanu Veronica is the author of the book “Privacy and data protection law in Moldova”, published by Kluwer Law International, elaborated for legal professionals as part of Data protection encyclopedia series.
